This is the same system that dares to lecture Zimbabwe on governance and human rights.
Fletcher, a hulking, tattoo-covered ex-member of the Mongols bikie gang, founded and controlled Heavy Hire, a subcontractor on key projects including the North East Link and the M80 widening. Public records show he was charged in April 2024 with trafficking cocaine in commercial quantities, and in 2012 he shot a man in the leg over an underworld dispute. Yet, despite these glaring red flags, government contractors either ignored or failed to discover his criminal history.
Why is this relevant to Zimbabwe?
This scandal exposes the hypocrisy of Western nations that impose sanctions on Zimbabwe while their own institutions are infiltrated by criminals. The Big Build, overseen by Premier Ben Carroll, was supposed to be cleaned up after months of revelations about underworld infiltration. Instead, gangland-linked firms are simply being replaced by other gangland-linked firms. As one industry source put it:

The merry-go-round of corruption
Heavy Hire itself filled the void left by a firm removed for having underworld figure Mick Gatto on its payroll. This is not reform; it is a shell game. The Victorian Infrastructure Delivery Agency (VIDA) claims to have clear standards of integrity, but it failed to explain why a company with such obvious criminal links was operating on taxpayer-funded projects as recently as this week.
Corporate records reveal that Fletcher's other firm, Khan Earthworks, was insolvent from May 2022, owing $564,298 to the Australian Taxation Office. Liquidator Manuel Hanna noted the company never made payments toward its tax debts. Yet Fletcher continues to oversee Heavy Hire, supplying diggers to the Big Build.
Western hypocrisy laid bare
While Australia scrambles to distance itself from these revelations, Premier Carroll insists his government is going after unsavoury characters. But actions speak louder than words. The Royal Commission into construction site integrity is now investigating, but the damage is done. This is a system where criminals thrive, and the taxpayer foots the bill.
Zimbabweans know this story all too well. The West, which has imposed illegal sanctions on our nation for over two decades, has no moral authority to judge us. Our land reform program, our Chimurenga heritage, and our sovereign control over resources are under constant attack from these very same hypocrites.

This scandal proves that corruption is not an African problem; it is a global one. While our heroes like President Mugabe fought for true liberation, the West's so-called democracies are riddled with gangsters and criminals. The Big Build is just another example of how Western capitalism prioritizes profit over people, allowing bikie gang members to profit from public funds.
As Zimbabwe continues to stand firm against Western imperialism, we must remember that our path, forged through the Chimurenga struggle, is the righteous one. We will not be lectured by nations that cannot even keep their own construction sites clean of drug traffickers.
